Temporary closures or diversions
A road closure involves a temporary traffic regulation order issued by Environment on Call part of Manchester City Council where works on the highway, development works require a road of footpath to be closed temporarily to general traffic.
Permanent closures or diversions
A permanent road closure involves various sections of the Highways Act 1980 or the Town and Country Planning Act 1990. Town and Country Planning Act powers are used where development is being considered and planning permission has been obtained. The Highways Act is used for all others.
