Most of the reservoirs in Manchester are managed by utility companies but under the terms of the Reservoirs Act, 1975 the responsibility for safety enforcement lies with the Environment Agency.

There is one exception in Manchester and this is the Heaton Park Boating Lake, which is managed by Manchester City Council.
