  5. Summary

    With the support of the Greater Manchester Police, the Greater Manchester Fire and Rescue Service, the Water Safety Partnership and the Canal and River Trust, we are proposing to make a Public Space Protection Order (PSPO) pursuant to sections 59 and 64 of the Anti-social Behaviour, Crime and Policing Act 2014. The proposed PSPO will restrict access to parts of the Rochdale Canal towpath – including the area known as ‘the Undercroft’ – between Dale Street and Minshull Street (‘the Restricted Areas’, as shown on the plan), between 10pm and 7am, 365 days a year. The PSPO is being proposed as crime and anti-social behaviour are having a detrimental effect on the quality of life of those in the locality. Access to the Restricted Areas will be prevented by locked gates. Navigation of the canal by barges or boats will be unaffected. Pedestrian access will continue to be available in the normal manner between the hours of 7am and 10pm.
