Summary
To distribute/hand out leaflets, flyers and other free printed material in designated areas of manchester, you will need to ensure that you have an applicable licence. -

Validity / Renewals
The licence is valid as requested up to a maximum of 12 months and subject to renewal. -
Relevant legislation
You must be a fit and proper person.
Consent is not required when the distribution is for or on behalf of a Charity within the meaning of the Charities Act 1993, or for the purposes of a religious or political belief.

Declaration
Upon completion of your application you will be required to confirm that you:
a) have read fully and understood the contents of this form and any supporting information and agree to the terms and/or conditions set out within;
b) understand that by submitting this application, you consent to Manchester City Council passing on the data within this application and its supporting documents to any authority or person that will assist its determination of this application, or as required by law;
c) declare that the information provided is true to the best of your knowledge and belief;
d) understand that if any false information is provided you may be guilty of an offence and liable to prosecution;
e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation;
f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police;

Application Evaluation Process
The City Council has designated the following areas where prior consent from the Council is required in order to distribute free printed matter:
a) Manchester City Centre – the area bounded by the river Irwell, Regent Road, Dawson Street, Egerton Street, Mancunian Way, Fairfield Street, Pin Mill Brow, Great Ancoats Street, Redhill Street, Radium Street, Oldham Road, New Cross, Swan Street, Miller Street, Cheetham Hill Road and Trinity Way. http://www.manchester.gov.uk/info/500012/environmental_enforcement/888/distribution_of_free_printed_material/4
b) City of Manchester Stadium – the area bounded by Alan Turning Way, Ashton New Road, New Viaduct Street, Phillops Park Road and Hillkirk Street. http://www.manchester.gov.uk/info/500012/environmental_enforcement/888/distribution_of_free_printed_material/5

Processing Timescales
Applications for consent will normally be considered by the Council within 14 days of receipt of a complete application form, along with payment of the relevant fee.
Applications for consent will usually be refused if the applicant has been convicted of an offence of distributing free printed matter without consent, or causing another person to distribute free printed without consent, or causing another person to distribute free printed matter without consent within the last 5 years; or paid a Fixed Penalty Notice within the last 3 years.
Consents will also be refused if, in the opinion of the Council, the proposed distribution would be likely to lead to defacement of the designated land. In these circumstances the Council will notify you of the reasons for refusal and give you the opportunity to comment before providing a final decision.
Refused applicants may appeal to the Magistrates Court against a refusal.

Will Tacit Consent Apply
Tacit Consent will apply.
This means that you will be able to act as though your application is granted if you have not heard from Manchester City Council by the end of the target period.
Please note Tacit Consent will only apply once a full application has been submitted and you have received an acknowledgment from Manchester City Council.
