Summary
To occupy a trading space at the Retail Markets on a regular basis you need to apply for an occupancy agreement (licence or lease).
To attend the retail markets on a daily casual basis you must apply for a casual registration agreement.

Validity / Renewals
Lease agreements are generally issued for a period of up to five years, and can be determined upon three months notice from the tenant (the trader) or the owner (Manchester City Council).
Leases generally include rights of assignment to another trader, following an application process.
Licence agreements do not generally have a prescribed end date, but they can be determined upon seven days notice from the licensee (the trader) or the owner (Manchester City Council). There are no rights of assignment in licence agreements.
Casual registration agreements are valid for a maximum of 12 months.

Declaration
Upon completion of your application you will be required to confirm that you:
a) have read fully and understood the contents of this form and any supporting information and agree to the terms and/or conditions set out within
b) understand that by submitting this application, you consent to Manchester City Council passing on the data within this application and its supporting documents to any authority or person that will assist its determination of this application, or as required by law
c) declare that the information provided is true to the best of your knowledge and belief
d) understand that if any false information is provided you may be guilty of an offence and liable to prosecution
e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation
f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police

Processing Timescales
Regular occupancy
Providing the application is complete, applications should be processed within three weeks, but this could take as long as eight weeks where the vacant space is subject to specific advertising timescales. Where there are no vacant spaces we may keep applications on file for a maximum 3 months, and consider in future vacancies.
Following approval of an application for regular occupancy, the applicant will be contacted to agree the occupancy start date and any space fit-out period, which will depend upon the completion of a corresponding licence or lease agreement, and payment of any associated legal fees, and advance occupancy charges.
Daily casual trading
Providing the application is complete, casual registration applications should be processed within 14 days. Following approval of an application for casual registration, the applicant will be notified and a casual registration identity card will be sent to the applicant.

Will Tacit Consent Apply
Tacit Consent will apply. This means that you will be able to act as though your application is granted if you have not heard from Manchester City Council by the end of the target period.
Please note Tacit Consent will only apply once a full application has been submitted and you have received an acknowledgment from Manchester City Council.
