  • Summary

    A licence is required for the sale of animals as pets. The keeping of a pet shop is defined as the carrying on at premises of any nature (including a private dwelling) of a business of selling animals as pets, including selling animals over the internet. Where a person is keeping or selling pedigree animals bred by him, or the offspring of an animal kept by him as a pet, then he does not need a pet shop licence.

  • Validity / Renewals

    Any licence granted shall (according to the applicant’s requirements) relate either: -
    a) to the year in which it is granted; or
    b) to the next following year

    In the case of (a), the licence shall come into force at the beginning of the day on which it is granted, and in the case of (b) it shall come into force on 1st January of the next following year. In both cases the licence shall remain in force until the end of the year to which it relates and shall expire on 31st December of that year. A new application will then have to be made for the following year.

    Please note: Applicants should be aware that the fee paid is the same regardless of whether the licence comes into force on 1st of January or part way through the year.

  • Relevant legislation

    Applicants for a pet shop licence must not be disqualified from keeping a pet shop, keeping an animal boarding establishment, keeping a dog or having the custody of animals.

  • Declaration

    Upon completion of your application you will be required to confirm that you:

    e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation;
    f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police;
  • Application Evaluation Process

    Manchester City Council will consider the following when considering an application for a pet shop licence:-
    a) that animals will be kept in suitable accommodation, for example in regards to temperature, size, lighting, ventilation and cleanliness;
    b) adequate food and drink will be provided to the animals and they will be visited at suitable intervals;
    c) that any mammalian animals will not be sold too young;
    d) that steps are taken to prevent disease spreading among the animals;
    e) that adequate fire and emergency provisions are in place;

    Conditions may be attached to the licence to ensure that the above are complied with.
  • Processing Timescales

    A Public Protection Officer will undertake an inspection of the premises. Copy of the application will also be sent to RSPCA for comments – any objection must be received within 28 days of day application received.

    If no objections are received and the inspection is satisfactory, the licence shall be granted and issued within 7 days of the end of the 28-day objection period.

    Any person who is refused a licence can appeal to the local magistrates' court. A court may give directions on the issue of a licence or with respect to the conditions subject to which the licence is to be granted.
