Summary
If you want to conduct a collection of money or a sale or articles for the benefit of charitable or other purposes on a public street in Manchester, you are required to hold a permit granted by Manchester City Council. -

Upon completion of your application you will be required to confirm that you:

e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation;
f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police;

Processing Timescales
Manchester City Council will annually publish a public notice in the Manchester Evening News inviting organisations to apply for a street collection permit. The public notice will be published approximately 2-3 months prior to the allocation of permits taking place.
All organisations awarded a permit during the previous 12 months who have submitted an acceptable return will be automatically sent an invitation to apply for a permit.
Initial allocation of street collection permits will normally take place annually in December, and will cover collections for the subsequent calendar year. Any application received after the initial allocation will be considered on a case-by-case basis.
For applications submitted outside of this initial period, the application will normally be assessed and determined within 1 calendar month of receipt.
However, certain applications may require further information to be provided which may extend this period. -
Will Tacit Consent Apply
Tacit Consent will apply. This means that you will be able to act as though your application is granted if you have not heard from Manchester City Council by the end of the target period.
Please note Tacit Consent will only apply once a full application has been submitted and you have received an acknowledgment from Manchester City Council.

You have the right to appeal to the Minister for the Cabinet Office. Appeals must be lodged within 14 days of the refusal.
Licence Holder also has the right to appeal to the Minister for the Cabinet Office. Appeals must be lodged within 14days of the decision. -
