Summary
If you want to hold a public event that involves the retail sale of alcohol, the provision of regulated entertainment or the provision of hot food or hot drink between 11.00pm and 5.00am, you can do so using a Temporary Event Notice (TEN).
A TEN authorises licensable activities on unlicensed premises for a limited period of time. You must give 10 working days notice to the licensing business unit as well as to the police and environmental health prior to the start of the event.
You can also submit a 'Late TEN'. Late notices can be given no later than 5 working days but no earlier than 9 working days before the event. -

Validity / Renewals
A temporary event may last no longer than 168 hours from the start time.
The maximum number of events per ‘place’ within a calendar year is 12. -
Relevant legislation
You must be 18 years or older to give a TEN. You are permitted 50 events per calendar year if you are a personal licence holder, and five events per calendar year if you are not a personal licence holder.
The number of late notices that can be given in any one calendar year is limited to 10 for personal licence holders, and two for non-personal licence holders but please note that these count towards the total number of temporary event notices (i.e. 50 temporary event notices per year for personal licence holders and 5 temporary event notices for non-personal licence holders).
No more than 499 people at any one time may be on the premises and the event must last no more than 168 hours with a minimum of 24 hours between events.
The notice shall contain:
a) a statement confirming that if alcohol is to be supplied, that it is a condition of using the premises that the supplies are made under the premises user's authority;
b) a statement relating to certain matters;
c) any other required information;
The matters referred to above are:
a) details of the licensable activities;
b) the event period;
c) the times during which the activities will take place;
d) the maximum number of people proposed to be allowed on the premises;

A copy of the TEN must be served on Greater Manchester Police and the our environmental health department.
Please note; in the case of postal notifications it is the responsibility of the premises user to serve a copy of the TEN on the police and environmental health; if it is not served correctly the TEN may be rejected.

Declaration
Upon completion of your application you will be required to confirm that you:

c) declare that the information provided is true to the best of your knowledge and belief;
d) understand that if any false information is provided you may be guilty of an offence and liable to prosecution;
e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation;
f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police;

Application Evaluation Process
The TEN must be submitted to the Licensing Authority no less than 10 working days before the event, or, in the case of a Late TEN, no later than 5 working days but no earlier than 9 working days before the event.
The Licensing Authority notify GMP and environmental health of the TEN by no later than the first working day after it was received. If GMP or the environmental health believe that the event would undermine one of the licensing objectives they may serve an objection notice on the licensing authority and the premises user. This notice must be served before the end of the third working day following the day on which the notice is received by either GMP or environmental health, as appropriate.
We must hold a hearing if an objection notice is served. They may issue a counter notice if it is considered necessary for the promotion of the licensing objectives.
A decision must be made at least 24 hours before the beginning of the event. GMP or environmental health may modify the TEN with the consent of the premises user. In such a case an objection notice will be deemed to have been withdrawn. Counter notices may be served by us if permitted limits have been exceeded. -
Processing Timescales
Where a TEN is given by means of a relevant electronic facility the licensing authority must give a copy of the notice to GMP and environmental health no later than the end of the first working day after the day on which the notice was given to the authority.
The licensing authority will give written acknowledgement of the receipt of the TEN before the end of the first working day it was received or before the end of the second working day if the day the TEN was received is not a working day.
Where an objection is made by GMP or environmental health, a public hearing must be held to determine the TEN. The hearing will be held within seven working days after the last date an objection can be received. The hearing date may be extended beyond seven working days if we considers it is in the public interest to do so. -
Will Tacit Consent Apply
Tacit Consent will apply.
This means that you will be able to act as though your application is granted if you have not heard from Manchester City Council by the end of the target period.
Please note Tacit Consent will only apply once a full application has been submitted and you have received an acknowledgment from Manchester City Council.

If a counter notice is given in relation to an objection notice the applicant may appeal against the decision. Appeals must be made to the local Magistrates' court within 21 days. An appeal may not be brought later than five working days from the day of the planned event.
