  • Summary

    Scaffolding and hoarding, which encroaches or projects over the highway, requires a licence.

    When carrying out building work/maintenance or demolition of any part of a property, which is adjacent to the road (carriageway, footpath or alley), safe walking zones must be provided at ground level.
  • Fees

    Scaffolding and/or hoarding (occupying area of highway) = £84 + (£0.55 x long x wide x No days/7 (rounded up))

    Hoarding (with support feet only on highway: £84 + (£0.55 x long x No of days/7 (rounded up))
  • Validity / Renewals

    The licence is valid for the period approved.

  • Attachments to be submitted with your Application

    A scale plan of the site showing the position of the structure / obstruction on the highway / road must be attached with this application.

    Please note that this application form can only process attachments that collectively are less than 8MB

  • Declaration

    Upon completion of your application you will be required to confirm that you:
    a) have read fully and understood the contents of this form and any supporting information and agree to the terms and/or conditions set out within;
    b) understand that by submitting this application, you consent to Manchester City Council passing on the data within this application and its supporting documents to any authority or person that will assist its determination of this application, or as required by law;
    c) declare that the information provided is true to the best of your knowledge and belief;
    d) understand that if any false information is provided you may be guilty of an offence and liable to prosecution;
    e) understand that if the application is authorised you must inform the authority about any changes to circumstances that mean you no longer meet the conditions for the authorisation;
    f) understand where a statutory declaration has been provided it may be forwarded to Greater Manchester Police;

  • Application Evaluation Process

    Companies must provide evidence of 'Public Liability' Insurance (not less than £ 5 million) and that a competent contractor will be employed to erect the scaffolding/hoarding.

    Where a licence is required within the city centre or in the vicinity of the Etihad Stadium or other major public venue, you are advised to contact us to discuss your proposal prior to submitting your application as additional conditions may be applied.
  • Processing Timescales

    Within 5 working days of receipt of application you will be contacted. At that time you will be notified if there is a need to discuss in more detail the proposed works at a site meeting.
  • Will Tacit Consent Apply

    Tacit Consent does not apply due to Public Safety.
