Promoting economic and employment growth

The Economic and Urban Policy Group

The City Council aims to develop Manchester into a world class city where people choose to live and in which companies want to do business and invest.

The Economic and Urban Policy Group (EUPG) contributes to this by developing and implementing policies and services that promote economic growth, employment and attract investment.

EUPG contributes to the work of the Manchester Partnership in delivering the Manchester Community Strategy, which sets out the overall vision and aspirations for the city and sets out the policy and delivery framework.

In particular, EUPG has a lead role in the development and implementation of strategies and plans of the Economic and Local Employment Partnership and the Economic Well Being Group.

EUPG also leads on Manchester's City Strategy Operational Plan, a partnership approach aimed at increasing employment levels in Manchester.

EUPG Teams and Units

1. Policy Unit

  • Influences national and regional policies, advises on their local impact and develops local responses and policies.
  • Co-ordinates Manchester's input in Core Cities, the eight major English regional cities co-operating to promote the role of cities as drivers of growth.
  • Provides strategic direction and support strategic developments and partnerships.

2. International Team

  • Works with partner agencies to promote Manchester as a place to live, invest, visit and study.
  • Promotes dialogue with other leading world cities in order to exchange best practice on service delivery and influence European and international policies on urban affairs  
  • Coordinates civic international relations with cities and other stakeholders.

3. Policy Unit (Analysis)

  • Provides population and economic data in publication form for general use (available elsewhere on this site).
  • Analysis social and economic data and produces maps as an evidence base to support policy decisions.
  • Compares data with other areas and over time to monitor and evaluate policies.

4. Business Investment and Development Team (Economic Development Unit)

  • Promotes economic growth by developing and co-ordinating enterprise support.
  • Helps create the conditions to ensure Manchester continues to be a prime business and investment location.
  • Undertakes commercial property searches.
  • Develops and promotes local business friendly practices across the Council and public sector agencies.

5. Employment and Skills Team (Economic Development Unit)

  • Develops and co-ordinates recruitment and skills support for businesses.
  • Has a lead role in the city's employability agenda and develops and co-ordinates skills and employment support for residents.
  • Ensures there is sufficient capacity in the labour market to support economic growth.
  • Develops and promotes local employment friendly practices across the Council and public sector agencies.

6. Manchester Event Volunteers

  • Runs the event volunteering service.
  • Provides training and employment support for volunteers. 

7. Programme Implementation and Monitoring Team (Economic Development Unit)

  • Provides a Programme Management function for the Manchester Partnership (the Economic and Local Employment Partnership, the Economic Well Being Group) and City Strategy.
  • Advises and supports officers and providers in attracting, managing and monitoring funding for business and employment services.
