Volume 1 of the Manchester Streetscape Manual informs the design and management of new lightly trafficked residential streets. It challenges the existing movement focus of streets, assigning higher priority to pedestrians and emphasising the importance of streets as 'places'. The Manual reflects the structure and content of Manual for Streets (2007) published by the Department for Transport; however, it is more detailed where specific local policies apply. For instance, Manchester City Council has a specific approach to prioritising the pedestrian use of streets, the provision of parking and the use of materials.

The Manual has been produced to advise all public and private sector organisations and agencies engaged with new development projects involving the delivery of lightly trafficked residential streets. Higher pedestrian and cycling priority, together with appropriate design quality and place-making, is a primary aim and this document sets a high but attainable standard. The Council will administer this document through the development control and highways improvement process over the coming years. It will also be updated at appropriate intervals.

The Manchester Streetscape Manual will be extended at a later date to include the following volumes:

  • Existing Residential Streets
  • Mixed Priority Routes
  • City Centre Streets
  • Streets within Employment Areas.
