Joint Strategic Needs Assessment

Locality JSNAs

One of the next steps highlighted in the Manchester JSNA was the production of three Locality JSNAs. This was in recognition of the fact that commissioning activities are increasingly being carried out at locality level and, for the JSNA to be most useful, it is vital that the analysis and interpretation of the data is also performed at locality level. Three Locality JSNa have now been produced, one for North Manchester, one for Central Manchester and one for South Manchester and Wythenshawe.

The majority of the work to produce the Locality JSNA was carried out and owned by the JSNA Working Groups in each locality.

The specific aims of the Locality JSNAs are to support NHS Manchester, Adult Social Care, Children's Services and other commissioning agencies in the City by:

  • Providing analysis and interpretation of the available data and research evidence at locality level, via a Locality JSNA Core Data Set, in order to support commissioning activities at local/district level which, in turn, feed into to the city-wide priorities.
  • Supporting the move towards a common approach to needs assessment among Children's Services Districts and other partners to inform District CYP Plans over the next year and ensure consistency between these plans and other local strategies.
  • Joining-up community engagement work across the three main partners in order to better understand the perspectives of local residents, patients and service users. For example, the outcomes of the pilot survey of children and young people will further enhance the evidence base for NHS Manchester and Adult Social Care, as well as Children's Services. This work will also have a greater focus on aspiration and well being than in the citywide JSNA.
  • Providing a greater opportunity to focus on internal inequalities (i.e. benchmarking within the City and against city averages).

The Locality JSNAs feed into a range of local commissioning strategies and plans, including the Directorate for Adults Business Plan, Children and Young People's Strategic Plan, NHS Manchester Commissioning Strategic Plan (CSP), Manchester Mental Health and Social Care Trust Integrated Business Plan and the Strategic Regeneration Frameworks (SRF).
