Licensing of private rented properties
Additional licensing: certain areas
We can introduce licensing for houses in multiple occupation (HMOs) that aren't already covered by mandatory licensing in areas where poor management is causing problems.
If you rent out accommodation in one of these areas you can only get an 'additional' licence like this if . . .
1. the accommodation meets existing property standards.
All HMOs must meet these property standards now (regardless of the new licensing rules). You must provide evidence to show us that your property meets the standards, including:
- floor plans showing room sizes and location of fire precautions
- a gas safety certificate issued by a CORGI registered engineer within the last 12 months
- an electrical safety certificate issued by a qualified electrician and dated within the last five years
- a PAT (Portable Appliance Testing) certificate covering things like toasters and kettles
- a servicing certificate for the property's fire detection system from a qualified engineer

2. you have suitable management arrangements
You will need to show us things like deposit procedures, the information you give to tenants, tenancy or lease agreements, and procedures for dealing with anti-social behaviour.
3. you are a 'fit and proper' person
You must supply a Criminal Records Bureau (CRB) check dated within the last six months. If you have not complied with Housing Act notices in the past we will take this into account.
