Councillor Richard Leese: Questions for the municipal year 2013/2014

Councillor Richard Leese

S. P. Fazackerly, who lives, works and studies in Manchester, asked:

The 16th August 2016 will be the 200th anniversary of the Peterloo Massacre. Does Manchester City Council have any plans to commemorate(?) the event?

Councillor Richard Leese, Leader of the Council, replied:

This will be commemorated. There are plans to commission and install a permanent memorial in time for the bicentenary.

22 May 2013.

Mr J Wild, asked:

Could you please tell me why I didn't get a voting form through the post to tell me the day of the local elections? I do not like to have my vote wasted. That is if I know when I need to vote. Also I didn't get any pamphlets to inform me of the date. I Hope to hear from you soon.

Councillor Richard Leese, Leader of the Council, replied:

Thank you for your enquiry.

There were no elections in Manchester on 2nd May. In common with the rest of Greater Manchester and other metropolitan areas such as Merseyside and Tyne and Wear, Manchester elects Councillors in three out of every four years, which means that in the fourth year there are no local elections. However, it is unusual that there are no scheduled elections at all in 2013 - the last 'fallow' year was in 2009 when European Parliamentary Elections were held and in 2001 and 2005 there were Parliamentary General Elections.

The local government elections that were held on 2nd May were for county councils which are mainly the 'shire' areas in the south of England (in the North West these elections were held in Cumbria and Lancashire). However, much of the media coverage for the county council elections did not make it clear that elections were only being held in certain areas.

The next scheduled elections in Manchester are the European Parliamentary and Local Government elections which are due to be held in May/June 2014. If you are registered to vote you will receive a poll card approximately five weeks before the election containing details of how and where to vote.

I trust this clarifies the position but if you would like further information about elections and voting, please contact the Electoral Services Unit on 0161 234 1898 or email

22 May 2013.
