Emergency Planning Structure

North West Region and Greater Manchester Emergency Planning

The City Council's Emergency Planning Section works with representatives from other organisations at national, regional and local levels to ensure that emergency planning / civil protection arrangements are in place.

 


 

North West Region

A small team within the Government Office for the North West has established a Regional Resilience Forum (RRF). The role of the RRF is to provide multi-agency strategic direction to civil protection planning at regional level. It does not have a role in response to incidents.

 


 

Greater Manchester Region

There are a number of Forum's and Group's with whom the City Council's Emergency Planning Team are involved with in Greater Manchester.  These include:

  • The Greater Manchestrer Resilience Forum
  • The Resilience and Development Group
  • The Emergency Planning Liason Group

 


 

The Greater Manchester Resilience Forum

Locally, the emergency planning stakeholders in Greater Manchester are co-ordinated by the Greater Manchester Resilience Forum (GMRF).  The GMRF is made up of key representatives from a range of agencies. The aim of the group is to ensure an effective multi-agency response to major incidents and to create an efficient way of delivering a work programme across Greater Manchester.

The key objectives of the GMRF are to:

  • promote closer partnership working between the diverse mix of agencies
  • encourage mutual support
  • share information
  • share resources.

It's main responsibilities are to ensure that:

  • Foreseeable risks are identified
  • Policies are in place to respond to the risks
  • Plans exist to address the risks and to implement the policy framework
  • Multi-agency relationships are close and effective in order to facilitate necessary action
  • Plans are tested and exercising occurs to enhance preparedness
  • Training needs are identified and met
  • The Group and all partner agencies are part of a quality assured system
  • Progress on initiatives undertaken by the Resilience and Development Group, Emergency Planning Liaison Group and the Programme Support Manager are monitored

The GMRF is supported by a Review Group and the Greater Manchester Emergency Planning Liaison Group.

 


 

Resilience and Development Group

The Resilience and Development Group's main aim is to:

  • provide a structure which will maximise effectiveness in planning for incidents/disasters across Greater Manchester

The Resilience and Development Group's key responsibilities are to:

  • Undertake tasks referred by the GMRF
  • Identify the risks
  • Identify whether plans are in place to address the risks
  • Produce and maintain a programme for the testing and exercising of plans
  • Produce and maintain a training programme
  • Ensure that the planning arrangements are part of a quality assured system

 


 

Emergency Planning Liaison Group

The Emergency Planning Liason Group's primary aim is to:

  • Provide a Forum where professionals with a major interest in Emergency Planning within Greater Manchester are able to meet as equal partners
  • Improve Emergency Planning preparedness across Greater Manchester

Its key responsibilities are to:

  • Undertake tasks referred by the GMRF
  • Identify the risks
  • Examine, develop and implement best practice within the Emergency Planning profession
  • Recognise the interests of all Services/Agencies within Greater Manchester
  • Develop new initiatives and take account of Cabinet Office Guidance wherever this will benefit the community
  • Foster good relations/mutual aid arrangements with neighbouring Local Authorities
