Manchester City Council Emergency Planning


Emergency Planning Section

The Emergency Planning Section is part of the Neighbourhood Services Directorate. The Emergency Planning Manager reports to the Strategic Director, who is a member of the City Council's Strategic Management Team.

The Emergency Planning Section consists of:

  • The Emergency Planning Manager
  • The Principal Emergency Planning Officer
  • Three Emergency Planning Officers.
  • Two other senior City Council Officers who act as Emergency Planning Officers when circumstances dictate

The Emergency Planning Section works closely with its counterparts to safeguard its population, local infrastructure and assets. Our partners include:

  • Emergency Services
  • Local Authorities
  • NHS
  • Transport
  • Utilities
  • Regulatory Agencies
  • Voluntary Agencies 
  • Other key players in the City community

The Emergency Planning Manager is responsible for:

  • the preparation, co-ordination and implementation of City Council policy
  • the implementation of Emergency Plans and procedures in consultation with Senior Management and representatives of the various City Council Services

Efforts are co-ordinated through regular liaison/project meetings with stakeholders on a wide range of issues.


Response from the City Council Directorates

The Emergency Planning Call-Out List ensures that there is an availability to respond to major emergency calls from the emergency services 24 hours a day, 365 days a year. An Emergency Planning Officer will activate and co-ordinate an appropriate City Council response to major incidents.

Each City Council Service has a number of Service Emergency Contact Officers who can be contacted to activate a response from their individual services.


Working with Voluntary Agencies

An External Agencies Group (Voluntary Agencies) meets quarterly to consider ongoing issues and arrangements. As the Emergency Planning Section also co-ordinates the local authority and voluntary agency response to incidents at Manchester Airport, the joint meeting covers the emergency response arrangements for both Manchester City Council and Manchester Airport.

The Group consists of representatives from:

  • the British Red Cross
  • the City Council's Emergency Planning Section
  • Greater Manchester Police
  • the Grief Centre
  • the Jewish Emergency Team
  • Manchester Airport
  • Manchester Airport Chaplaincy
  • Rotary International
  • Salvation Army
  • the City Council's Social Services Directorate
  • St John Ambulance
  • Women's Royal Voluntary Service


Aid To and From Other Local Authorities

Mutual aid arrangements are in place with other Local Authorities.  These arrangements can be started in the event of an incident which requires a response that exceeds the existing resources of the authority.
