Sex Establishment Licensing Policy

On 9 January 2011, Manchester City Council adopted new powers under Schedule 3 of the Local Government (Miscellaneous Provisions) Act 1982, as amended by Section 27 of the Policing and Crime Act 2009, which introduced a new category of sex establishment called a 'sexual entertainment venue', in addition to the existing categories of 'sex shop' and 'sex cinema'.

A sexual entertainment venue is defined as any premises at which any live performance or live display of nudity is provided, which is of such a nature that it must reasonably be assumed to be provided solely or principally for the purpose of sexually stimulating any member of the audience. Lap dancing, strip shows and similar entertainment will fall under this definition.

The Council's policy on sex establishments has now been published and incorporates the new category of sexual entertainment venues.

Additionally, the policy also includes standard conditions for sexual entertainment venues as well as the existing standard conditions applicable to sex shops.
