Roads and transport Road safety - the roles we play

Our role

We support schools in a variety of ways, from online support (to help deliver road-safety messages), to the delivery of cycle training.

Togo&Nogo are two award-winning road-safety characters created for us, that are aimed at pupils, teachers and parents. The website www.togo&nogo.co.uk contains classroom resources for key stages 1 and 2, which are available in the 'Teacher area' to download. There are also lesson plans, storybooks and activity sheets, and road safety themed games and activities for pupils.

We have recently established a School Road Safety Group, which consists of representatives from our Highways, Parking Enforcement and Neighbourhoods service teams, as well as school representatives and Greater Manchester Police (GMP).

Traffic management outside schools

We are responsible for the enforcement of parking restrictions throughout the city, which is undertaken by Civil Enforcement Officers, who are authorised to issue Penalty Charge Notices (PCN) to vehicles parked in contravention of parking restrictions. A vehicle parked on a school's 'keep clear' zigzag lines, for example, can be issued with a £70 PCN.

We also have the power to remove a vehicle, where it is parked in a restricted area, causing a danger or obstruction. The cost to the owner is £105 plus a PCN. A PCN can also be issued where vehicles are parked across a dropped kerb or tactile crossing, or on the pavement adjacent to a restricted parking zone. Where the pavement is obstructed, the Officer can authorise the vehicle to be removed.

Bikeability training

In partnership with Bikeright, we offer training to all pupils in Manchester schools, from level 1 training in basic skills that's taught on the school grounds and level 2 training on quiet side streets, to level 3 for busier routes.
