School Funding Formula and Budget Share

Delegated budget shares for schools are calculated objectively through a funding formula.  The school Finance Regulations 2008 (England) provides the broad context within which each local authority's formula must operate.

The funding formula is not designed to replicate schools expenditure, nor is it an exact measure of the resources a school needs - it is designed to allocate a fixed amount of grant funding, based on major cost - influencing factors. It should be objective, transparent and should take account of the relative needs of schools.  Schools will decide how best to spend their Delegated Budget Share on the education of pupils in their care.

The school's funding formula for an individual school is the sum of a number of computations.  These calculations are driven by school characteristics such as; pupil and free school meals numbers from the January Census, prior education attainment at school level, pupil mobility levels and site characteristics.

Every school will receive at least the Minimum Funding Guarantee (the MFG), which quarantees a minimum budget allocation per pupil.  The percentage increase in the 2009/10 - 2010/11 budget cycle increase will be 2.1%.
