Annual Statement of Accounts

The Annual Statement of Accounts

At the end of each financial year, the Council is required to produce an Annual Statement of Accounts. This is a technical publication that includes all the financial statements and disclosures required by statute.

The financial statements reflect the requirements of the Accounting Code of Practice published by the Chartered Institute of Public Finance and Accountancy.

The 2010/11 Statement of Accounts are the first to be prepared in line with international financial reporting standards (IFRS). This has resulted in changes to some of the financial statements compared to the previous year (further details of these changes can be seen in the Foreword of the 2010/11 Statement of Accounts):

  • the Movement in Reserves Statement, this replaces the Statement of Movement on the General Fund Balance 
  • the Comprehensive Income and Expenditure Statement, this combines the Income and Expenditure Account with the Statement of Total Recognised Gains and Losses
  • the Balance Sheet, which summarises the assets, liabilities and net worth of the Council
  • the Cash Flow Statement, which explains the movements of cash, cash equivalents and bank overdraft since the last Balance Sheet
  • the Housing Revenue Account, which is a separate statutory account for income and expenditure on Council housing
  • the Collection Fund, into which receipts from the Council Tax are paid, together with the proceeds of non-domestic rates. The City Council, the Police Authority and the Fire and Civil Defence Authority all precept on this fund to meet their expenditure requirements
  • the Statement of Accounting Policies and Notes, that accompany the Comprehensive Income and Expenditure Statement and Balance Sheet, form an integral part of these accounts
  • the Group Accounts comprise the consolidated accounts of the Council and its interests in companies that are regarded as subsidiaries, associates and joint ventures.

External Audit are responsible for undertaking an audit of the Council's Annual Statement of Accounts and reporting whether, in their opinion, they present a 'true and fair view' of the financial position of the Council.
