Acoustic advice for planning applications
Proposed developments have the potential to cause a problem to existing noise sensitive premises (e.g. a manufacturing plant next to residential properties), or where residential development is proposed in an area with existing noise (e.g. residential properties proposed next to a busy road).
Developers should employ measures to control noise to acceptable levels: each development will be different and the controls required will be specific to each site.
The following general guidance may assist acoustic consultants in preparing reports submitted with planning applications.
The internal noise criteria for residential properties are as follows:

Bedrooms (night time: 23.00 - 07.00) 30 dB LAeq
- Living Rooms (daytime: 07.00 - 23.00) 40 dB LAeq
- Individual noise events should not normally exceed 45 dB Max (BS 8233:1999)
Externally mounted ancillary plant, equipment and servicing should be acoustically treated in accordance with a scheme designed so as to achieve a noise level of 5dB below the existing background (LA90) in each octave band at the nearest noise sensitive location.
Development close to busy roads will need information on the 'rush hour' periods usually during the times 07.00 - 10.00 and 16.00 - 19.00.
