In Manchester, it is an offence for a person in control of a dog not to clean up immediately if the dog has fouled on public land. 

What you can do

Always carry bags when you take your dog out so you can clean up when it 'goes to the toilet'.

Train your dog to 'go on command', we have useful tips and pointers on how to toilet train your dog, and plenty of advice through our dog control orders.

Report anyone you see who doesn't clean up after their dog, or who lets their dog out unsupervised and doesn't clean up, use the dog fouling problem form, we will need to know:

  • where the mess is;
  • the date and time the fouling occurred (if known);
  • plus one of the following:
    • the name and address of the person in charge of the dog (if known);
    • the name and address of any dog owners you've seen allowing their dog to foul but not cleaning it up (if known); and 
    • a brief description of the dog or dogs you've seen fouling (if known).

If there's a problem with dog fouling in your area but you have no idea who the owner of the dog is, you can ask for the mess to be cleaned using the request a street, road, pavement or park to be cleaned form.

What we can do

We can carry out patrols of the area and remove the mess.

It is an offence for a person in control of a dog not to clean up immediately if the dog has fouled on public land. 

We can issue at £80 fixed penalty notice to a dog walker or owner who fails to pick up after their dog has fouled.  We can also prosecute and a court can issue a fine of up to £1,000.

N.B. Exceptions apply to registered blind persons or to persons who rely on an assistance dog trained by Dogs for the Disabled, support dogs trained and provided by Canine Partners for Independence for disabled people with a disability affecting mobility, manual dexterity, physical coordination or ability to lift, carry or otherwise move everyday objects.
