The UK sustainable development strategy "aims to enable all people throughout the world to satisfy their basic needs and enjoy a better quality of life without compromising the quality of life of future generations".

Manchester's interpretation of this is the Sustainable Community Strategy 2006-15. Driven by the performance of the economy of the city sub region, success in Manchester is defined as a larger population, who are: wealthier, living longer, happier and healthier lives in diverse, stable and cohesive communities.

In achieving this vision of success, and the achievement of World Class City status, there are nine objectives that will be satisfied, including the Green City objective.

By 2015 Manchester will be a "Green City" proud of its rapidly improving local and global environmental performance and the contribution of the environmental sector, and with sustainable transport, to economic growth".

This definition of a "Green City" comes from the above and a range of existing environmental strategies at the City level. Manchester is part of a wider City Region. Many of the solutions to the issues will involve cross-boundary working with other authorities. Other topics, the subject of other issues papers, will also be influential on mitigating and adapting to climate change; issues such as the growth in the economy, increased housing, transport and associated CO2 emissions will also be challenging.
