Capital Programme divisions
The five divisions:
- Programme Management Team
- Education Programme Team
- Public Private Partnership (PPP) Unit
- Technical Services Group
- Planning and Strategy for Capital Delivery
There is a Procurement team within the Technical Services Unit is responsible for establishing and maintaining framework and similar working agreements with suppliers, including regeneration projects.
- Technical Services Group provides technical and procurement support to deliver the Capital Programme. Incorporating Smallworks and Housing Investment Frameworks, they also provide specialist support in areas such as Asbestos, Legionella and DDA.
- Building Schools for the Future (BSF)/Academies Programme capital investment, which is being used to rebuild or refurbish 32 schools, six of which will be specialist academies. The building programme commenced in 2006 and completion is anticipated in September 2012, at an estimated £450m.
- Education Primary Programme incorporates the Framework One strategic partnering framework delivering capital schemes of work between £500,000 and £5m. Framework One has delivered over 20 projects totalling over £65m since it began operation in January 2004. Three new primary schools have been completed and five more are currently either in construction or are being designed.
- Planning and Strategy for Capital Delivery is responsible for implementing a generic approach to project management based on Prince 2, the Manchester Method, and more recently procuring and implementing the Corporate Project Management System (PMS). The main focus of the team is to provide surety to the delivery of the Council's Capital Programme.
- Project and Programme Management Group manages a wide range of projects including SureStart and Asset Management Programmes, as well as delivering projects as wide and varied as building a TV Studio at Urbis, creating an outdoor BMX centre in Platt Fields, and providing support to the Labour Party Conference and the Manchester International Festival.
