Greater Manchester Joint Waste Development Plan Document

Under the provisions of the Planning and Compulsory Purchase Act 2004 the ten unitary authorities in Greater Manchester agreed to produce a Joint Waste Development Plan Document (JWDPD) for Greater Manchester. The Greater Manchester authorities consider that this arrangement offers the most potential for efficient and effective working on detailed Waste planning matters.

The JWDPD will include a suite of waste policies and will identify locations for future waste management facilities within Greater Manchester up until 2027.  The Plan will form an integral part of each authority's Local Development Framework once adopted.

Preparation of the JWDPD began in 2006 and has included a number of consultation stages which have informed the approach to and content of the document.

Submission and Examination

The JWDPD was formally submitted to the Secretary of State in February 2011. The Plan was then subject to independent examination, with the Hearing sessions taking place between June and September 2011.  On Friday 4 November 2011 the Greater Manchester authorities received the Binding Report from the Planning Inspectorate confirming that the JWDPD satisfies the requirements of Section 20(5) of the Planning and Compulsory Purchase Act 2004, and the associated Regulations, and meets the tests of soundness set out in Planning Policy Statement 12: Local Spatial Planning. The Inspector's binding report will also be available to view for a period of six weeks, from Friday 18th November - Friday 30th December 2011, at public libraries and main council offices across Greater Manchester during their normal opening hours.  Please visit the Waste Plan website for more information

Next steps

The JWDPD needs to be formally adopted by each of the ten Greater Manchester authorities and will then formally come in to effect from 1st April 2012.  Following formal adoption of the JWDPD, it will form part of the statutory development plan for each authority and will be used alongside district-specific planning documents for the purpose of determining planning applications.
