Strategic Housing Land Availability Assessment

Strategic Housing Land Availability Assessments (SHLAAs) were introduced in Planning Policy Statement 3 (PPS3): Housing and are a key component of the evidence base to support the delivery of sufficient land for housing.

The primary role of the SHLAA is to: ยท

  • Identify sites with potential for housing
  • Assess their housing potential - how many units could be accommodated on the site
  • Assess the timeframe within which they are likely to be developed

PPS3 requires Local Planning Authorities to identify sufficient deliverable sites to deliver housing over a 5 year period, through the SHLAA, having regards to requirements under the RSS. To be considered deliverable, sites should: 

  • Be available - the site is available now
  • Be suitable - the site offers a suitable location for development now and would contribute to the creation of sustainable, mixed communities
  • Be achievable - there is a reasonable prospect that housing will be delivered on the site within five years.

Local Planning Authorities are also expected to identify a further supply of specific, developable sites for years 6 -10 and, where possible, for years 11-15 and beyond.

Such provision must be in line with the housing requirement targets set out within regional planning guidance - the "North West Plan" - the Regional Spatial Strategy, published on 30 September 2008.

The RSS requires that Manchester accommodates 3,500 new dwellings each year between 2003 and 2021, a total of 63,000 units. Having regards to completions since 2003, this left a residual requirement of 45,258 at 1st April 2008, or 3,481 per annum. A further 6,300 units are proposed to come forward under Growth Point, resulting in a total requirement of 51,558 units between 2008-21.

The Council has now published a SHLAA (also available by following the Related Downloads link at the bottom of this page) that builds on a Housing Land Availability Assessment carried out by consultants in 2006 and consultations carried out in April 2009. The SHLAA has been prepared in full accordance with the CLG guidance detailed in the SHLAA Practice Guide July 2007.

The SHLAA forms part of the evidence base to inform the preparation of the LDF Core Strategy.

The SHLAA will be reviewed and updated on an annual basis (1st April base date).

Site Submissions

The Council welcomes suggestions for appropriate sites for inclusion in future versions of the SHLAA from landowners, developers, residents and other interested parties. These should be of a minimum of 0.05ha in size. Should you wish to suggest a site you are requested to do so using the official form. Please use a separate form for each site submitted.

Housing Market Partnership

The Council has set up a Housing Market Partnership made up of developers, housing associations, landlords etc to assess the viability of potential Sites.

Sites that were put forward before the 16 March 2009 are shown on the Call for Sites North and South maps which are viewable by following the these links. These sites are not endorsed by the Council in any way at present.

Please note that the submission of a site and its inclusion in the SHLAA database does not imply that a site has been allocated for residential development or that planning permission will be granted. The assessment will address only whether sites are suitable for housing provided that they are not required for other purposes and are required to meet plan targets. The choices as to which sites will be selected are to be made in due course as planning decisions.
