Inspector's Report

The Council received the Inspector's Report on the Examination of the Core Strategy on 26th March 2012.  The report recommends main modifications to the Core Strategy to make it sound and capable of adoption and the Inspector concludes that with these modifications made to the plan the Core Strategy satisfies the requirements of section 20 (5) of the Planning and Compulsory Purchase Act 2004 and is 'sound'.

The Inspector's Report and its appendix setting out the recommended main modifications to the Core Strategy can be downloaded here.  You can also download a version of the Core Strategy which incorporates the modifications.  This is a post-Examination consolidated draft Core Strategy, and has been prepared so that the effect of changes proposed to the Core Strategy through its Examination can be more easily understood.  It is not the final version of the Core Strategy. 

The report and appendix can be viewed online at Manchester libraries and there is a hard copy in the Customer Services Centre on the ground floor of the Council offices at One First Street , which is open from 8am to 5pm between Monday and Friday.  Opening times of Manchester libraries are at http://www.manchester.gov.uk/directory/14/libraries

It is proposed that the final version of the Core Strategy will be considered by the Full Council on 11th July 2012.

Examination Update: Further Consultation

Following Examination of Manchester's Core Strategy, the Council is consulting on changes to the document which have arisen as part of the Examination process, and on minor changes as a result of typographical errors or to address formatting issues.  The changes are set out in two schedules:

·   Schedule of proposed changes from Examination - minor changes

·   Schedule of proposed changes from Examination - soundness  

In addition, the Inspector has recommended amendments to Policy H11 (Houses in Multiple Occupation) and its supporting text, and the Council is also consulting on these amendments.

The consultation period will run from Monday 30 January to Monday 12 March 2012.  During this time representations on the schedules and on Policy H11 can be made to the Core Strategy Examination Programme Officer in the following ways:-

Examination Documents

The Secretary of State has appointed Jill Kingaby BSc (Econ) MSc MRTPI to carry out the independent examination into Manchester City Council's Core Strategy Development Plan Document, in accordance with section 20 of the Planning and Compulsory Purchase Act 2004. The examination will begin at 10.00am on Tuesday 22nd November 2011 in the Main Hall of the Friends Meeting House, 6 Mount Street, Manchester M2 5NS. The Examination is open to anyone who wishes to watch - a timetable for each sitting day will be posted in this site in due course.

The Inspector has decided that it will not be necessary to hold a Pre-Hearing Meeting but has instead prepared guidance notes for people who made representations during the Core Strategy Publication consultation stage and therefore have the right to appear at the Examination to give evidence orally.

Seven matters have been identified by the Inspector for further investigation at the Examination. These are:

  •  Compliance with legal requirements and general approach
  • Economic policy
  • Manchester Airport
  • Housing
  • Transport
  • Environment
  • Implementation
