Decision

To approve as a correct record, the Minutes of the meeting held on 24 August, 2006.

PH/06/31 Deferrals

The Chair requested approval of the Committee for deferral of the following applications:

079995, 167 Yew Tree Road, Fallowfield Ward, to enable a site visit to take place; (This site visit was scheduled for 28 September but did not take place because of traffic problems).

080103, 1 Stow Gardens, Malvern Grove, Old Moat Ward, to allow officers to consider further the parking arrangements.

Decision

To agree to defer the above applications for the reasons stated.

Decisions taken under Delegated Powers

PH/06/32 Applications for permission for development

Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 079737, 079453, 078018, 080109 and 080043.

Decision

1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:
078469: Christie Fields, Barlow Moor Road, Chorlton Park Ward* rection of 7 x two storey business units class B1 (3268 sq. metres gross floor area) with associated car parking and landscaping. (Subject to an additional condition relating to BREEM)

079737& 079738: 12 Elm Road, Didsbury West Ward

Erection of a pair of part2/part3 storey semi-detached dwelling houses following the demolition of the existing dwelling house, and Conservation Area Consent for the demolition to facilitate the redevelopment. (Subject to an additional condition relating to the detail of solar panels and/or other energy saving materials being used to be submitted to the local Planning Authority for approval prior to the commencement of the work )

077144: Ground Floor, Student Village, Lower Chatham Street, City Centre Ward*

Eight storey extension to block A within courtyard area comprising 15 additional student clusters.

079745: Junction of Church Street/Tib Street and land bounded by Tib Street, Church Street, Joiner Street and Bridgewater Place, City Centre Ward.*

Demolition of existing wall, building remnant and removal of sculpture.

080138 Manchester Newspapers Ltd., 164 Deansgate (plot 106 in the & 080139: adopted Spinningfields Masterplan), City Centre Ward*

Demolition of existing office building and erection of a mixed use retail and office building with basement and mezzanine floor (use classes A1, A2, A3, A4 and B1) with related landscaping and associated works, and Conservation Area consent for the demolition of existing four storey office building on land bounded by John Rylands Library, 1 Spinningfields Square, the Magistrates Court/Crown Square and Deansgate. (Agreed to the BREEAM condition rating being amended from 'Excellent' to 'Very Good' )

078018: Land adjacent to Colmore Drive, Blackley Ward*

New residential development comprising 65, three and four bedroom houses with associated car parking and landscaping and creation of new access roads through site. (Agreed to the BREEAM condition rating being amended from 'Excellent' to 'Very Good' )

080109: City of Manchester Stadium, Sports City, Bradford Ward*

Erection of a wind turbine maximum height including blade hip of 120 metres (85 to hub) and a utility switch house.

080043: The Rising Sun P.H., 45 Burnage Lane, Levenshulme Ward*

Demolition of existing public house and erection of a freestanding building to form 50 sheltered apartments for the elderly (category two) with house managers accommodation with associated landscaping and 18 parking spaces.

2. To be Minded to Approve the following application, in accordance with the reasons put forward in his report or any late representations and subject to any conditions proposed in his report or any late representations, and to authorise the Head of Planning to issue an approval notice in each case once outstanding issues have been resolved to his satisfaction:

069870: Land bounded by Tib Street, Church Street, Joiner Street and Bridgewater Place, City Centre Ward*

Erection of a nine storey building (including ground), comprising 192 apartments on levels 1-8, Use Classes A1, A2, A3, B1, D1 and D2 (retail, financial and professional services; restaurant, non-residential institution and assembly and leisure) on ground floor with two levels of basement car parking. (Subject to the applicant entering into a legal agreement under Section 106 of the Town and Country Planning Act 1990, to support infrastructure and public realm improvements within the City Centre. Agreed to the BREEAM condition rating being amended from 'Excellent' to 'Very Good' )

3. To be Minded to Refuse the following applications due to concerns regarding residential amenity and the Head of Planning to report back to the next meeting as to whether there were relevant planning considerations that could reasonably sustain a decision to be minded to refuse:

079453: Pitcher & Piano, 1D School Lane, Didsbury East Ward*

Variation of Condition 3 imposed upon planning approval 053251 to allow change of opening hours to 11am to midnight, Monday to Thursday and 11.15am to 1am Friday and Saturday and 12 noon to midnight on Sundays.

Councillors Burns and Carmody served as members of the Licencing Appeals Panel in relation to this application, and left the room and took no part in the consideration of this item).

078428: 371 Oldham Road, Miles Platting & Newton Heath Ward*

Variation of condition 3 of planning permission 060606 to allow opening from 9.00am to 2.00am seven days a week.
