PH/06/39 Deferral
The Chair informed the Committee that the necessary notices had not been displayed in connection with application 081118, Land at Potato Wharf, City Centre Ward, and therefore the application could not be considered at the meeting.
Decision
To note the deferral for the reason stated.

To approve as a correct record, the Minutes of the meeting held on 23 November, 2006.
Decisions taken under Delegated Powers
PH/06/41 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 080388 and 079959.
Members of the Committee were informed that the reference to St. Clement's Church in application 079959 should be deleted and replaced with St Paul's Church.
Decision
1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:
080388: Land off Hazelbottom Road, Crumpsall Ward*
Reserved Matters for the erection of residential development comprising 68, apartments and 82, detached, semi detached and mews houses with associated car parking and landscaping.
081104: 52/58 Brown Street, City Centre Ward*
Erection of a 15 storey building (including ground) with three levels of basement car parking with a mix of uses at ground floor (Use Classes A1, A2, A3, and B1) comprising retail; financial and professional services; restaurant and/café; and office uses, with office use (Class B1) on upper floors. (Subject to an additional condition relating to television interference)
080757: 7 Rostherne Avenue, Fallowfield Ward*
Reserved Matters for the design, external appearance and landscaping arising from outline planning permission 078345, for the erection of a pair of two storey semi detached houses.
2. To be Minded to Approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report or any late representations and subject to any conditions proposed in his report or any late representations, and to authorise the Head of Planning to issue an approval notice once outstanding issues have been resolved to his satisfaction:

Outline application for the siting and means of access to be considered, for a mixed use scheme comprising 500 apartments and commercial uses (3,284 sqm) comprising A1 retail (max 1,000 sqm), Class A2 (offices), Class A3 (restaurant), Class A4 (public houses), Class A5 (hot food take aways), Class B1 (business use), Class D1 (community uses), Class D2 (assembly & leisure) (max 1,000 sqm), in the form of three buildings comprising 19 storeys, 17 storeys and 13 storeys in height respectively. (Subject to residents re-consultation lapsing and no new issues being raised and to the signing of S106 in relation to riverside and public realm infrastructure works and improvements in the area and affordability)

Landscape and Public Realm improvements to University of Manchester Campus within area roughly bounded by Upper Brook Street, Higher Cambridge Street, Booth Street East and West and Grafton Street associated with Project Unity Phase 1 infrastructure and facility projects . (Subject to agreeing a strategy for improvements to pedestrian road crossings so as to reduce accidents and to link the University with adjacent residential areas; The Head of Planning in consultation with the Chair authorised to approve the strategy and if a strategy is not agreed to report back to a future meeting of the Committee).

Erection of a 2 storey detached dwelling with accommodation in the roof space following demolition of existing coach house. (Subject to (i) an additional condition relating to landscaping and (ii) no new issues being raised prior to the expiry of the neighbour notification period)
079014: 17 New Wakefield Street, City Centre Ward*
Erection of 20 storey building comprising ground floor commercial uses including Use Class A1 (shop), A2 (financial and professional services), A3 (restaurant/café) and B1 (business) with 87 residential units (Use Class C3) above. (Subject to (i) the applicant entering into a S106 agreement in respect of environmental and infrastructure works in the city centre; (ii) the applicant submitting a flood risk assessment which addresses Environment Agency concerns; and (iii) the Head of Planning being delegated with authority in consultation with the Chair to determine the application if the findings of the flood risk assessment are satisfactory).
080376: Irvin Drive/Cunningham Dr/Style Rd, Woodhouse Park Ward*
Change of use of land to form proposed 'block park' car park to be used for off airport car parking with associated landscaping and boundary treatments following demolition of Heald Green House. (Subject to the receipt of comments of the Aerodrome Safeguarding Officer and receipt of an acceptable landscaping scheme).

Outline application for the erection of a Class B1 Business Park, totaling 50,185 sq.metres of floorspace, with associated car parking, landscaping and highway works, including a realigned and improved Thorley Lane/Outwood Lane West junction and improvements to junction 5 of the M56 motorway) (Subject to the receipt of an undertaking or agreement binding all current interests in the land, which relates to the provision of traffic calming measures; facilitate the creation of an access road to the adjoining Manchester Business Park; and provision of a Local Labour Agreement).
