PH/07/04 Recording of Proceedings
In accordance with Procedural Rule 28, the Committee agreed to the proceedings in relation to applications 081209 and 081371 being filmed.
PH/07/05 Minutes
Decision
To approve as a correct record, the Minutes of the meeting held on 18 January 2007.
PH/07/06 Deferral
At the request of the Head of Sport and Leisure deferral was requested to allow for further consultations in relation to the application concerning the disused tennis courts/kickabout area at Platt Fields Park, (081930).
Decision
To defer the application for the reason stated.
Decisions taken under Delegated Powers
PH/07/07 Land Bounded by Whitworth Street, Venice Street, Rochdale Canal and Princess Street, City Centre Ward.
Reports of the Head of Planning were submitted in relation to (i) the erection of three buildings comprising 180 residential units (Class C3, 16 storeys), offices (Class B1, 7 storeys), apart hotel (Class C1, 13 storeys + plant), ground floor commercial uses (Class A1, A2 and A3), art gallery (class D1) and new public space with related access, servicing, basement car parking, landscaping and associated works, (081209) and (ii) Conservation Area Consent for demolition of remnant walls to car park in connection with redevelopment of the site (081371)
Late representations were submitted in connection with the applications and the Committee heard representations made by objectors, supporters, the applicant and local Councillors.
Decision
To be minded to approve applications 081209 and 081371 for Conservation Area Consent subject to further negotiations between the Head of Planning and the applicant to look at the impact of the height of the Venice Street elevation.

PH/07/08 Land bounded by Ashton Old Road and Fairfield Road, Bradford Ward.
A report of the Head of Planning was submitted in relation to the erection of retail foodstore (Class A1-7711 sqm gross), non-food retail units - 6987 sqm (incorporating Class A1 retail; Restaurant/Bar uses, Classes A3 & A4 - max floorspace 465 sqm; hot food take-away uses Class A5 max floorspace 185sqm); Offices (Class A2 & B1 - 4980sqm); Leisure Use (Class D1 - 2090sqm) and associated landscaping and car parking. (080930).
Late representations were submitted in connection with the application and objectors addressed the Committee.
Decision
To be minded to approve* application 080930 in accordance with the reasons put forward by the Head of Planning in his report and any late representations and subject also to the conditions proposed in his report and any late representations, subject also to referral to the Secretary of State for the Environment, Transport and the Regions in accordance with the town and Country Planning Act 1990 and to the statutory notices lapsing.

PH/07/09 Former Odeon Cinema on land bounded by Oxford Street/George Street/St James Street and Dickenson House, City Centre Ward.
A report was submitted for the erection of a 14 storey building plus roof top plant room (offices at floors 1-13 and reception area at ground floor) with 3 levels of basement parking following demolition of former Odeon Cinema (081626) and Conservation Area Consent for the demolition of the building, (081627).
Late representations were submitted in connection with the application and objectors addressed the Committee.
Decision
To approve* application 081626 and Conservation Area Consent 081627 in accordance with the reasons put forward by the Head of Planning in his report and any late representations and subject also to the conditions proposed in his report and any late representations.
PH/07/10 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of applications 081121, 080958, 080929, 080303, 079432, 078880, 081776 and 081766 further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 080958, 080297, 080303, 080215, 081245 and 079432

Refurbishment of office building including new service columns, entrance lobby and 3 storey roof extension.
079432: Parrswood Entertainment Centre, Kingsway, Didsbury East Ward
Change of use of part of existing bingo club to casino use comprising 846 sq metres of gambling area ancillary accommodation operating from 2pm to 6am, Monday to Friday, 2pm to 4am Saturday and 4pm to 6am Sunday.

City Council development - Redevelopment of school site involving demolition of the existing main school buildings and school bungalow, erection of part three, part four storey building to form a new high school and erection of an extension to the existing sports hall with associated landscaping, play areas, setting out of sports pitches and parking for 90 cars with vehicle and pedestrian access from Nuthurst Road.
081766: St Matthews RC High School, Nuthurst Road, Charlestown Ward*
City Council development - Erection of a two storey block of temporary classroom accommodation for a period of 26 months for use during construction work to new school, with access via Linford Avenue.

2. (Subject to a Section 106 Agreement for a unilateral undertaking of the developer to pay a commuted sum).
080958: 297-339 Claremont Road, Moss Side Ward*
Erection of part three/part 4 storey block comprising 578 sqm of retail/leisure floorspace with 25 apartments above including roof top gardens and terraces and erection of 9 x 3 storey town houses at rear of the site fronting Dunworth Street.
(Subject to a Section 106 Agreement relating to the provision of street trees, CCTV coverage and improvements to the public realm and public art and including the upgrading of the alleyways at the sides of the site. Subject also to a further condition relating to alley gating).
080297- (PDF 107KB) & 080303 -: Former Withington Hospital, Nell Lane, Chorlton Park Ward*
Conversion of existing hospital into 116 apartments and 14 town houses including alterations to elevations, and erection of 2 part 3 part 4 storey, and three 3 storey blocks in total 140 self contained flats, and the erection of 92 three storey houses with associated car parking and landscaping, including selective demolition, and Listed Building Consent for the conversion and elevational alterations to existing hospital building and extensions and alterations to gate houses and erection of a new part 3, part 4 storey block to form in total 163 apartments and 14 houses with associated car parking and landscaping.

3. To be Minded to Refuse the following application due to concerns regarding over-development and the Head of Planning to report back to the next meeting on the proposed reasons for refusal and their sustainability.
