Minutes of the meeting held on 13 September, 2007
Present: Councillor Lyons - In the Chair Councillors Andrews, R. Battle, Burns, Carmody, Chohan, Dobson, Fender, Flanagan, Grant, Morrison, Sandiford, Shaw and Watson.

Decision
To approve as a correct record, the Minutes of the meeting held on 23 August 2007.
Decisions taken under Delegated Powers
PH/07/37 Land bounded by Store Street, Great Ancoats Street and Millbank Street, Ancoats and Clayton Ward
A report of the Head of Planning was submitted in relation to the demolition of existing buildings and erection of two buildings comprising, one 35 storey tower (with 325 residential units, use class C3, and ground and first floor retail and office spaces, use classes A1 and B1) and one 6 storey building (with 58 residential units, use class C3 and ground floor retail and office spaces use classes A1 and B1). With associated public open space, landscaping, access and basement parking. (081261)
Prior to the meeting the Committee visited the site.
Late representations were submitted and objectors and the applicant addressed the Committee.
The Head of Planning reported that further discussions had been held with the developer since the site visit, and agreement had been reached for the reduction of height to the lower rear block.
Decision
To be Minded to Approve application 081261 in accordance with the reasons put forward by the Head of Planning in his report and any late representations, subject to a Section 106 agreement for a financial contribution towards environmental and infrastructure works in the city centre and subject also to the conditions proposed in his report or in the late representations including a Grampian Condition, which would prevent any development from taking place until issues relating to access along Millbank Street have been resolved.

PH/07/35 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of applications, 081760, 082567, 083680, 082223 and 082298. Further late representations were reported at the meeting.
The Committee heard representations made by objectors/applicants/local councillors in relation to applications 081760, 082567, 083680 and 083414.
Decision
1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report and in the late representations submitted:
081760: Avecia Chemical Works, Old Market Street, Blackley, Crumpsall Ward*
Reserved matters application for layout, scale, appearance and landscaping for he erection of 195 residential units (63 apartments in 3 four storey blocks and 131 two and three storey houses). Associated car parking, boundary treatments and landscaping. Provision of public open space.
082567: Naylor Street, Miles Platting and Newton Heath Ward Ward*
Outline application for erection of a three storey medical center and pharmacy and associated parking with layout and access for consideration Councillor Flanagan declared that he had expressed a view on this application in advance and left the meeting)
083678: Land bounded by Great Ancoats Street, Tariff Street and the Rochdale Canal, Piccadilly basin, Ancoats and Clayton Ward.*
Erection of two 6 storey blocks with ground (plus mezzanine) floor commercial uses (including retail, use Class A1 and office use Class B2) with 159 residential units above (Use Class C3) together with ancillary parking, servicing, public space and landscaping.
