Decision
To approve as a correct record, the Minutes of the meeting held on 16 March, 2006.
PH/06/12 Deferrals
The Chair informed the Committee that in relation to the following applications incorrect certificates had been submitted and therefore the applications could not be considered at the meeting:
056755 & 076756: Blossom Street, Ancoats and Clayton Ward, and 076696: 25-33 Wilmslow Road, Rusholme Ward

PH/06/13 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission.
Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications
Decision
1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:
076745: Moston Grange, 29 High Peak Street, Newton Heath, Miles Platting and Newton Heath Ward*.
Extension of existing care home including the erection of 2 four storey care home buildings to provide an additional 108 bed spaces and the erection of a single storey day centre. .
078284 & Corner of Swan Street and Shudehill and bounded by 076285: Higher Oswald street to the East and New George Street to the South, City Centre Ward *
Construction of Crowne Plaza standard hotel with 228 bedrooms and associated restaurants, meeting rooms and health club and Conservation Area Consent for the demolition of the building directly on the corner of Shudehill and Swan Street to enable the construction of the hotel.
077062: Corner of Wyre Street and Fairfield Street adjacent to Manchester Piccadilly Station, City Centre Ward.*
Construction of new 73 bedroomed hotel with ancillary functions including meeting area and refurbishment of adjacent external areas on Wyre Street and Cotswold Street. (Subject to condition 6 relating to acoustic insulation measures being modified).
078648 & Ground floor and basement, St. James Buildings, Oxford 078649: Street, City Centre Ward *
Change of use of ground floor and basement nightclub to offices, retail unit for use as Class A1 (shop) or Class A2 (financial and professional services), B1 (business) and car parking for 28 cars, and Listed Building Consent for alterations to part basement and ground floor in association with the development.
2. To be Minded to Approve* application 078270 for a residential development comprising the erection of 15 x two storey houses, and 22 flats in a building up to four storeys in height at 48 Cardinal Street, Cheetham Ward, in accordance with the reasons put forward by the Head of Planning in his report or any late representations submitted, and subject to any conditions proposed in his report or any late representations, and subject to a Section 106 agreement relating to environmental improvements of Smedley Fields. The Head of Planning to issue an approval notice in once outstanding issues have been resolved to his satisfaction.

3. To be Minded to refuse* application 078771 for a change of use from A1 (retail) to A2 (financial and professional services) at 86-88 Market Street, City Centre Ward, subject to the expiry of the consultation period, for the following reasons:
(i) the proposed use by virtue of being non-retail use, would not add to the level of activity on Market Street and would be incompatible with the site's location in the primary frontage in the primary shopping area in Manchester's City Centre, contrary to policies RC20, (area3) and RC3, respectively of the Unitary Development Plan for the City of Manchester.
(ii) the proposed use by virtue of replacing a retail use, would jeopardise the predominately retail character of Market Street and would harm the role of the Manchester/Salford regional pole as a regional shopping centre contrary to policy of RC3 of the Unitary Development Plan for the City of M and Policy EC8 of Regional Planning Guidance for the North West.
