Decision
To approve as a correct record, the Minutes of the meeting held on 16 March, 2006.
PH/06/15 Deferrals
The Chair** requested approval of the Committee for the following deferrals:
077511: St. Johns Ambulance Headquarters, Egerton Road, Fallowfield. Withington Ward, at the request of the applicant to enable revised plans to be submitted;
077553: Former Car Sales Site, 9-11 Old Market Street, Blackley, Crumpsall Ward, to discuss issues concerning land ownership;
078305: Hogs Head, 653a Wilmslow Road, Didsbury East Ward, to enable officers to confirm variation times requested;
(**Councillor Lyons declared an interest in this application and left the room, Councillor Flanagan took the Chair)
078650: The Pear Tree, 653 Wilmslow Road, Didsbury East Ward, to enable officers to confirm variation times requested;
078513: Slug and Lettuce, 651 Wilmslow Road, Didsbury East Ward, to enable officers to confirm variation times requested;
076755 & 076756: Blossom Street, Ancoats and Clayton Ward, to allow officers to hold further discussion with the applicant with a view to incorporating the façade of the Smiths Arms into the scheme.

PH/06/16 43-47 Piccadilly, City Centre Ward
Consideration was given to a report of the Head of Planning in relation to the following applications:
074425: New 8 storey office building (with commercial space at ground level and basement car parking) and conversion of listed building at 47 Piccadilly (with external alterations) to offices (with use classA1 (Shop) at ground level) following demolition of 43/45 Piccadilly and building at the rear of 47 Piccadilly.
074427: Listed Building Consent, Conversion of Listed Building at 47 Piccadilly to offices (with use Class A1 at ground level) as part of new larger office development at 43/47 Piccadilly.
074429: Conservation Area Consent, Demolition of building to the rear of 47 Piccadilly and 43/45 Piccadilly to enable redevelopment of 43/47 Piccadilly into a new office development (with commercial space at ground level)
Decision
To unanimously approve applications 074425, 074427 and 074429 in accordance with the reasons put forward by the Head of Planning in his report and subject also to the conditions proposed in his report.
PH/06/17 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 071249, 078516, 075526, 076936 and 076937.
Decision
1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:
078516: 111-113 Clarenden Road, Whalley Range Ward.*
Erection of new shop front extension to property. Partly retrospective first floor rear extension and enlargement of outrigger roof to form enlarged living accommodation. (Councillor Grant declared a personal interest in this application and left the room during consideration of the item)
078851: 12 Mirabel Street, 7-9 Great Ducie Street, Cheetham Ward*
Outline application with all matters reserved for the erection of an 11 storey building (plus basement and ground) comprising 33, 2 bedroomed apartments, 6, duplex apartments (floors 1 to 11), retail at ground floor (use class A1) and basement car park.
078574: Former ATS site bounded by Wilmott Street/Newcastle Street/Chester Street and the Mancunian Way, City Centre Ward*
Proposed residential student accommodation (718 rooms) with associated commercial floorspace and landscaping. (Head of Planning to discuss with the developer the number of spaces for cycle storage)
075526: Land to rear of 1008 Stockport Road and rear of Pascal Street, Levenshulme Ward*
Creation of car park with 105 spaces with access ramp from North Western Street involving earth moving works to lower car park level to match adjacent car park and replacement of metal fence at rear of houses on Pascal Street with a 2m high brick retaining wall and backing filling of embankment, plus erection of 2m high wooden acoustic fence to rear and installation of 5 x 5 high lighting columns with associated landscaping.

Outline application for siting and means of access for residential use (407 units) and commercial uses (1,000 sq. metres) and associated parking. Provision of hard-surfaced sports area. Provision of 16,500 sq. metres Class B1/Class B2/Class B8 uses.

Erection of single storey industrial development comprising 11 units (class B1, B2, B8) with a two storey office building with associated parking. (Development must begin no later than the expiration of one year beginning with the date of this permission)
076937 & 3 Smedley Lane, Cheetham Ward* 076936:
Change of use of residential care home to children's day nursery with flat, together with works to enable change of use and Listed Building Consent for alterations and engineering operations associated with proposed change of use to day nursery with flat to include removal of chimney stack, formation of wall openings, installation of wall partitions and stair, erection of railings and alteration of boundary treatments and ground levels.

Erection of part 5 storey building with a part 4, part 3 storey building at rear comprising a restaurant (A3 use) on the ground floor with 51 flats above with ground level and basement parking for 43 cars. (Subject to the signing of a Section 106 agreement to improve facilities in local parks )
