PH/06/22 Deferral
The Chair requested approval of the Committee for deferral of application 078428, 371 Oldham Road, Miles Platting and Newton Heath Ward, to enable further consultation with local members.
Decision
To approve the deferral for the reason stated.
PH/06/23 Land bounded by New Allen St/Oldham Rd to North West Sawley Rd/Varley St to Saxon St to North & North East, Bradford Rd/Ashton Canal & Old Mill St to South & East Weybridge Rd/Wadeford Cl/Butler St & Oakford Ave to West Miles Platting, Ancoats & Clayton, Bradford and Miles Platting & Newton Heath Wards.
A report of the Head of Planning was submitted (079633) in relation to an Outline Application for the re-development of the Miles Platting neighbourhood area, comprising the erection of a maximum of 1443, residential dwellings comprising a maximum of 875, houses and 568, apartments and means of access. Demolition of 278 residential properties and 28 areas of commercial properties/community facilities. Refurbishment works to 1757 retained houses and apartments. Erection of a maximum of 6935 sq. metres (gross) commercial and community facilities (Classes A1,A2,A3,A4,A5,D1 and D2) on Oldham Road/Varley Street. Erection of a maximum 600 sq. metres (gross) inter-denominational community facility floorspace adjacent to Rochdale Canal (Class D1). Provision of a maximum area of 0.74 hectares for education-related Class D1 use to south-east of St. Marks School. Provision of 2.64 hectares public open space including canal-side walkway and informal amenity areas. Provision of new and refurbished highway network and associated parking.

Decision
To unanimously approve* application 079633 in accordance with the reasons put forward by the Head of Planning in his report and subject also to the conditions proposed in his report.

Decisions taken under Delegated Powers
PH/06/25 Applications for permission for development
Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 077511, 079409, 079410, 079092, 077217 and 079236.
The Head of Planning informed the Committee that (a) the recommendation for application 077511, (St John Ambulance Headquarters, Withington Ward) was now Minded to Approve subject to a S.106 Agreement in relation to Highways works; and (b) that application 078469, Christie Fields, Chorlton Park Ward had been withdrawn, to enable the officers to hold further discussions with the applicant.
Decision
1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:
079092: 45 Mosley Street, City Centre Ward*
Erection of 13 storey office development with Class A1 (shop) and or Class A2 (financial and professional services) use at ground floor and 2 levels of basement parking for 22 cars below.
079632: Land adjacent to Melland Field Sports Ground, Gorton South Ward*
Reserved Matters application for the siting, design, external appearance and landscaping for the erection of part four storey, part two storey school building, with sports facilities, landscaping and car parking and including closure of footpath across the site.
079545: Fiddlers Green Public House, 881 Stockport Road, Levenshulme Ward*
Variation of opening hours to allow opening from 10.00am to 12.30am Sunday to Thursday and 10.00am to 2.00am on Friday, Saturday and Bank Holidays. (Head of Planning delegated to negotiate hours of when windows could be opened due to residential amenity to neighbours from live music.) (Councillor Flanagan declared a personal interest in this application and left the meeting during consideration of the item)
078280: 58 Clarence Road, Longsight Ward* Erection of a single storey building to form MOT garage following demolition of existing building.
2. To be Minded to Approve the following application, in accordance with the reasons put forward in his report or any late representations and subject to any conditions proposed in his report or any late representations, and to authorise the Head of Planning to issue an approval notice in each case once outstanding issues have been resolved to his satisfaction:
077217: Car Park on New Mount Street/Simpson Street, Ancoats & Clayton Ward*.
Erection of part 7, part 8 storey building comprising 229 units of student accommodation with 70 parking spaces at ground and lower ground floor. (Subject to the applicant entering into a Section 106 Agreement to make a financial contribution to environmental and infrastructure improvements in the area and off site highway works.)
077511: St. John Ambulance Headquarters, Egerton Road, Withington Ward*
Erection of one 3 and two part 3 part 4 storey blocks with roof terraces comprising a total of 33 flats with underground parking and landscaping following demolition of existing building. (Subject to a S.106 Agreement in relation to Highways works)
3. To be Minded to Refuse* application 079236 for the erection of 1 replacement 3 storey semi-detached house to be used in conjunction with neighbouring (attached) property as a supported residential care home (Use class C2) and rebuilding of front boundary wall at 19/21 Cleveland Road, Crumpsall Ward, subject to the expiry of the advertising relating to the development affecting the setting of the Listed Building adjacent to the site. (Councillor Burns, as a Director of Manchester Mental Health and Social Care Trust, sought clarification from the City Solicitor's representative in connection with remaining in the meeting during consideration of this application)
4. To Refuse* applications 079409 and 079410 for the erection if a 4 storey building to form an 81 bed residential car home for the elderly, including associated car parking and landscaping, and Conservation Area Consent for the demolition of the Normanhurst Hotel and 201 Brooklands Road, in accordance with the reasons put forward by the Head of Planning.
(Councillors Burns and Keller were not present at the meeting of the Wythenshawe Area Committee when their decision was taken. Councillor Andrews was present at that meeting when the decision was taken, so left the meeting during consideration of the applications)
