PH/06/26 Death of the Lord Mayor

Members stood briefly in silent respect to the memory of The Right Worshipful, The Lord Mayor, Councillor James Ashley, a long standing member of the Committee, who died on 12 August 2006.

Decision

To approve as a correct record, the Minutes of the meeting held on 27 July, 2006.

PH/06/28 Deferrals

The Chair requested approval of the Committee for deferral of the following applications:

079995, 167 Yew Tree Road, Fallowfield Ward, to enable a site visit to take place;

079735, 62 Beech Road, Chorlton Ward, to enable officers to give further thought to matters arising from the recent appeal;

079737 & 079738, 12 Elm Road, Didsbury West Ward, to allow the residents more time to consider the revised proposals and to allow officers to display a new site notice advertising the revised scheme.

Decision

To agree to defer the above applications for the reasons stated.

Decisions taken under Delegated Powers

PH/06/27 Applications for permission for development

Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of individual applications, and further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 079799; 079580; 079278; 079453 and 079518.

Decision

1. To approve the following applications, in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted: -
079764: Land on corner of Heathbank Road / Hopkinson Road Blackley Ward*

Erection of a detached five-person bungalow with associated parking and landscaping.

079781: St Edmunds Road/Monsall Street, Harpurhey Ward*

Erection of single storey courtyard residential development comprising six self-contained units including one staff base, associated landscaping and car parking.

079799: Chopin Bar, 127 Manchester Road, Chorlton Ward*

Variation of condition no 3 attached to planning permission 048416 to allow an extension of opening hours to 08.00am to 11.00pm Sunday to Thursday and 08.00am to 12.30 am Friday and Saturday. (Councillor Carmody declared an interest in this application and left the room during consideration of the item)

079278: Wythenshawe Private Hire, Oatlands Road, Woodhouse Park Ward*

Erection of 2 storey building to form workshop, office accommodation and private hire car control room.

(Councillor Keller was not present at the meeting of the Wythenshawe Area Committee when their decision was taken)

2. To Refuse* the following applications in accordance with the reasons put forward by the Head of Planning in his report and any late representations: -

079578: 195 Hollyhedge Road, Northenden Ward*

Variation of condition restricting hours of operation imposed in respect of application 066970 to allow the operation of existing hot food take-away between the hours of 3.00pm and midnight, Monday to Thursday, 3.00pm and 2.00am Friday and Saturday and 3.00pm and 1.00am Sunday.

079577: 40 Gladeside Road, Woodhouse Park Ward*

Variation of condition restricting hours of operation imposed in respect of application 064901 to allow the operation of existing hot food take-away between the hours of 3.00pm and midnight, Monday to Thursday, 3.00pm and 2.00am Friday and Saturday and 3.00pm and 1.00am Sunday.

079580: Pizza Co, 8 Burnstall Walk, Woodhouse Park Ward*

Variation of condition attached to application 054920 to allow the operation of existing hot food take-away between the hours of 3.00pm and midnight, Monday to Thursday, 3.00pm and 2.00am Friday and Saturday and 3.00pm and 1.00am Sunday.

3. To defer* application 079453, Pitcher and Piano, 1D School Lane, Didsbury East Ward* to give officers the opportunity to more fully address the implications of the licensing decision in relation to the planning application.

4. To refuse Application 079518 for the retrospective change of use of part of first floor (185 sq. metres) to offices (class B1) at 160/164 Wellington Road, Old Moat Ward, and to instruct the City Solicitor to take such action as is necessary to secure the discontinuance of the unauthorised use, including action under Section 172 of the Town and County Planning Act, 1990.
