New licensing policy published after consultation

Manchester City Council has published its new licensing policy following a consultation with the public.

The licensing policy, approved at the full council meeting on Wednesday 8 December and set to come into effect in January, covers pubs, bars, clubs, off-licences, takeaways and other premises which sell or supply alcohol, or provide entertainment or late night hot food.

The revised policy provides a clear and comprehensive guide to how Manchester will support well-managed premises and take action against any which have a detrimental impact.

The new policy sets clear guidelines for businesses, while also making the process clearer for any residents or groups who want to comment on proposals to set up new licensed premises.

It also aims to encourage a move away from youth-orientated, alcohol-dominated establishments and encourage family-friendly community venues.

The policy is being published following a 12-week consultation with residents, businesses and organisations such as Greater Manchester Police, the NHS and representatives of the licensed trade.

Residents of some areas asked the City Council to introduce cumulative impact policies, which aim to stop further increases in the number of licensed premises in places where problems such as crime and antisocial behaviour have been identified.
The City Council is now carrying out a review of the impact that licensed premises have had in those areas, to see whether introducing a special restrictive policy could deal with these problems.
 
Councillor Nigel Murphy, Manchester City Council's Executive Member for Environment, said: "We are committed to promoting high quality, well-managed licensed premises which make a positive contribution to their neighbourhoods.

"Most licence holders across the city operate responsibly but residents can be assured we will act swiftly to tackle any premises which fall below the standards we demand. We're keen to encourage sustainable, desirable neighbourhoods, and I believe our new policy will help us achieve this."
