Distribution of free print material (flyers)

  1. Summary

    You are required to obtain consent if you wish to distribute/hand out leaflets, flyers and other free printed matter in certain designated areas of Manchester.

    The following areas require consent to distribute free printed matter:

    Any person who distributes free printed matter without a Consent from us may be committing an offence and could be liable on conviction in a Magistrates' Court to a fine up to £2,500.

    Please be advised that additional permission is required to distribute free printed matter where a market is taking place (eg, Manchester Christmas Markets).  Please contact Manchester Markets for further information manchestermarkets@manchester.gov.uk


    Charities, religious groups and political parties are exempt and may distribute free printed matter in a designated area without consent. Though all organisations are expected to comply with the standard conditions.

  2. Fees

    The fee for a consent is based on a points based system. You will be required to add up the points as you go through the application where there points are indicated within each question, the fees are;

    • 1-5 points = £111
    • 6-10 points = £211
    • 11-15 points = £411
    • 16+ points = £811

    One distribution badge is included within the fee and all additional badges are £11 each.

    Should the application be refused, a partial refund will be processed. There will be a minimum of £50 deducted for administration fees.

  4. Processing and timescales

    Applications for consent will normally be considered within 5 days of receipt.  

    Applications for consent will usually be refused if the applicant has been convicted of an offence of distributing free printed matter without consent, or causing another person to distribute free printed without consent within the last 5 years; or paid a Fixed Penalty Notice within the last 3 years.

    Consents will also be refused if, in the opinion of the Council, the proposed distribution would be likely to lead to defacement of the designated land.  In these circumstances we will notify you of the reasons for refusal and give you the opportunity to comment before providing a final decision.

    Refused applicants may appeal to the Magistrates Court against a refusal.

  5. Validity and renewals

    Consents last for twelve months from the date of grant and an application for a new consent must be applied for thereafter.

    Additional or replacement badges may be requested at any time.
