CAT process

Here's a brief overview of the process, however you can also read about the full CAT application process.

Pre-application

  • The Council assesses assets for suitability for CAT
  • Available assets will be published in the CAT online directory 

Expression of interest (4 weeks)

  • VCSOs complete short application form to express their interest in a certain building
  • All applications received by the closing date are assessed
  • Successful applicants will proceed to the next stage

Full proposal (8 weeks)

After an expression of interest is received we may invite you to submit a full application.

  • Applicants to provide a full proposal and business case 
  • Full proposals and business cases are assessed by a panel of officers
  • Officers recommend a decision to the Executive Member

Agree Terms and Transfer (6 to 12 weeks)

  • The Council offer heads of Terms to the successful applicant
  • Terms agreed and approved
  • Progress to lease preparation and signing of legal documentation
  • Hand over the building to the new tenant

Monitoring

  • Ongoing periodic engagement with the corporate Estates Team to ensure agreement is operating as intended and all terms and conditions are being observed and performed
