European Passport Return Service.

The European passport return service is provided for EEA and Swiss nationals, applying online using the EEA(QP) or EEA(PR) application forms.

This service is provided by local authorities in partnership with the Home Office.

As a participating local authority, we can photocopy your EEA or Swiss passport, and those of any family members you have included in your application, and forward a copy, along with your checklist and application, to the Home Office on your behalf. Your passport(s) will then be available for you to use while your application is being processed.

Make an Appointment

The service is available by appointment only.

You and any family members you have included in your online application (over the age of 15 years and 6 months) must attend an appointment in person.

You must make your appointment before submitting your online application. The appointment date must be within a maximum of 5 working days of submitting your application.

If you would like to make an appointment, please phone 0161 234 5005 and choose option 5 (Citizenship, Nationality and Settlement) or e-mail, telling us which service you are interested in, and giving us a telephone number we can call you on.

If we do not have a suitable available appointment, you can try contacting another Local Authority offering this service.



The fee for this service is £10 per person + postage

We will send your application to the Home Office by Royal Mail Special Delivery. The postage charge you will pay will depend on the total weight of your application.

  • Up to 1kg - £10 (incl. VAT)
  • 1 - 2kg  -   £12.50 (incl. VAT)
  • 2 - 10kg -  £32 (incl. VAT)
  • Over 10kg - sending applications over this weight may be possible by arrangement.


What you need to bring with you:

  • your original passports
  • a copy of your checklist and supporting documents
  • a printed copy of your application form

It may be necessary for the Home Office to contact you to attend a further appointment, or request your original passport to determine your application. If this happens you will not normally be entitled to a refund. If you do not submit your original passport upon request or attend a further appointment, your application may be refused.

Using the European passport return service does not guarantee the success of the application, and our staff cannot provide any advice. This is not a checking service and will not ensure that your form has been correctly completed and correct supporting documents submitted.
