Background information

Our Anti-Social Behaviour (ASB) policy shapes the way we deal with reports of anti-social behaviour. We want to update this policy and are seeking your views on the changes we would like to make.

We define anti-social behaviour as:

'Conduct that has caused - or is likely to cause - harassment, alarm or distress to any person; conduct capable of causing nuisance or annoyance to a person in relation to that person’s occupation of residential premises; and/or conduct capable of causing housing-related nuisance or annoyance to any person.'

There are several things that will not change. We have to work within the law, within what our regulator says we must do, and also; we are just one of several agencies involved with tackling anti-social and criminal behaviour in Manchester.

These things need to stay the same, but there are some changes we'd like your feedback on.

Things we do now

  • We take action to challenge anti-social behaviour and provide support for those who are affected by it. We intervene early to try to stop people causing ASB, using non-legal measures such as warnings and acceptable behaviour agreements, mediation and support.
  • If we have evidence that someone is breaking the rules in their tenancy, or is committing anti-social behaviour, we can use legal powers like Notices, Injunctions and Criminal Behaviour Orders. We will always make sure we are acting in line with the Equality Act 2010. It’s important that any action taken is informed and proportionate.
  • We don’t have all the powers to tackle anti-social behaviour or the causes of it, so we work in partnership with the Police, Housing Providers and other agencies including probation and support services, so that we can take appropriate action and provide help and support to those who need it.
  • We intend to have one Policy that will include Council tenants, private tenants, owner occupiers and those affected by anti-social behaviour in public spaces. There have also been changes to guidance and legislation and we want to make sure that we're up to date and providing the best services possible to Manchester residents.
