Consultations and surveys Control of dogs PSPO Review 2025

We know most dog owners are responsible. But dogs that aren’t controlled in public can ruin others' enjoyment of these areas. They can also create health and safety risks.

Proposed dog control measures

We are asking residents for their views on continuing with its dog control powers. This involves extending five Public Spaces Protection Orders (PSPOs) for up to three years. These orders make it an offence to:

  • Allow a dog in areas where dogs are banned, like children's play areas and sports facilities.
  • Let a dog roam off-lead on roads, pavements, footpaths, alleyways, cemeteries, crematoria, and certain parks, gardens and picnic areas.
  • Take more than four dogs into a public place.
  • Fail to pick up dog fouling or not have the means to do so.
  • Refuse to put a dog on a lead when asked by an authorised officer.

We want your opinions on these proposals. Your feedback will help decide whether to extend the PSPOs.

Please review the PSPOs before completing the questionnaire.

The consultation will close on Tuesday 1 July  2025.

Thank you for participating in this consultation.
