Consultations and surveys Enforcement Guidance for single-use vapes consultation

Background

From 1 June 2025, it became illegal in the UK to sell or supply single-use vapes. This is under the Environmental Protection (Single-use Vapes) (England) Regulations 2024.

The ban covers any disposable vapes that:

  • Cannot be refilled
  • Have a battery that cannot be recharged

The aim is to:

  • Reduce harm to the environment caused by waste from these products
  • Reduce vaping among young people

Manchester City Council Trading Standards is responsible for enforcing these rules. As part of this role, we must:

  • Publish guidance on how we will use fines, notices, and other penalties
  • Ask for feedback on this guidance before it is final

What we are consulting on

We are asking for your views on the new powers given to Trading Standards Officers under these regulations.

This is your chance to give feedback on our draft guidance. The draft is based on a national template.

Have your say

Please read the Vape Enforcement Guidance Manchester draft guidance  and share any comments before the guidance is finalised.

This consultation will close on the Thursday 22 January.
