Manchester City Council Highways Construction Works Framework 

In 2023 Manchester City Council highways team created the TC886 Highways Construction Works Framework. This is a compliant route to market for councils and other government organisations. The Framework makes it easy to contract with approved suppliers for the delivery of highway projects across two Lots: 

  • Lot 1 – for projects costing up to £1 million 
  • Lot 2 – for projects costing over £1 million 

The goal of the Framework is to: 

  • build strong, long-term working relationships between councils and suppliers through collaboration and engagement under NEC4 
  • deliver high standards and share best practice 
  • support key priorities including social value, reduction of carbon emissions, and improving outcomes for local communities. 

Organisations and councils can choose the type of contract that fits with their contract management strategy from the options within the Framework. 

Who can use the Framework? 

The Framework is available to councils and public bodies across Greater Manchester and beyond. These include: 

Local Councils: 

  • Blackburn with Darwen 
  • Blackpool 
  • Bolton 
  • Bury 
  • Cheshire East 
  • Oldham 
  • Rochdale 
  • Salford 
  • Stockport 
  • Tameside 
  • Trafford 
  • Warrington 
  • Wigan 

Other Organisations: 

  • Greater Manchester Combined Authority 
  • Transport for Greater Manchester (TfGM) 
  • Greater Manchester Police, Fire and Waste Authorities 
  • Manchester Central Convention Complex 
  • Commission for New Economy 
  • Integrated Transport Authority
