Proposed changes to Adult Social Care charges

We are proposing two updates to how we charge for adult social care.  

Both these changes are part of our commitment to review our charges for care to keep them in line with other councils and government guidance. 

1) The first proposal will affect up to 1,000 people on welfare benefits who lack mental capacity to manage their financial affairs and use the Council as an official ‘appointee’ to manage their finances. We propose charging in the future towards the cost of delivering the service. 

2) The second proposal affects about 1,700 adults who get a ‘night-time disregard’ when we calculate their charge for non-residential social care. This doesn’t apply to people in residential care homes or nursing homes. 

The Council has continued with this disregard since the law changed in 2015, even though it’s not had to. We propose ending this automatic disregard in our calculations.
