Workstream 3 - Reducing Consumption-based Emissions

3.1    Work is underway to develop a guide and training for commissioners who will be responsible for evaluating responses to the environmental questions in bids. Steps are also being taken to explore how the guidance in tender documentation and the questionnaires are refined to ensure that they are accessible to small businesses.
The Integrated Commissioning and Procurement Team held a consultation session with commissioning leads to understand their training requirements. Outputs of the session will be shared with the Growth Company to explore the support they can offer and the associated cost.
3.3    Specialist Markets, Commercial and Events team and the Zero Carbon team are working together to pilot a new Reusable Mug Deposit Scheme for the upcoming events at Piccadilly Gardens and Manchester Day. Additional events are being explored as part of the pilot, which will see the use of polypropylene pint and half pint glasses and polycarbonate wine and gin glasses to enable the Council to test the use of these new products which aim to eradicate the use of avoidable single use plastic and significantly reduce the carbon footprint of events. Data from the pilot will be used to inform the roll out across further events.
3.4     Integrated Commissioning and Procurement Team are using the learnings from the development of the Sustainable Events Guide and the Zero Carbon Culture Guide to improve the Citywide Supplier Toolkit guidance and ensure it is accessible for small to medium-size businesses.
3.5    A Sustainability Project Manager has been appointed to deliver the Council's commitment to be Single Use Plastic (SUP) Free by 2024. A plan of action is being developed to set a baseline and monitor progress to becoming SUP free. Activity will include engagement across the Council, communications on reducing the use of SUP's and the collection of data. 
Central Library Café, which forms part of the Council’s estate, has been trialling a sustainable milk packaging with the aim to further reduce the use of single use plastics.
World Refill Day is taking place on 16th June and work is underway to engage with businesses across the city to raise awareness of the scheme, as well as explore how it could be incorporated into upcoming Manchester Day celebrations.     
3.6         FoodSync have drafted a refresh of the Manchester Food Board action plan, which will be aligned to the refreshed Manchester Climate Change Framework and the Council’s CCAP
