Leisure and parks

  1. Review the contract for community sport and leisure facilities, saving £650,000 over three years.
  2. Share office and management costs of sports and leisure services, saving £100,000 over three years. Service providers could share resources for example marketing, consulting, community engagement, personnel and auditing.
  3. Change how we commission leisure services, saving £100,000 over 2018/19 and 2019/20.Working closer with other Greater Manchester councils and organisations like Sport England we could buy and design leisure activity in a more joined-up way.
  4. Invest in ways to save on energy in leisure centres, saving £100,000 over 2018/19 and 2019/20. Installing combined ‘heat and power plants and solar panels at key leisure sites could mean cheaper energy
  5. Reduce grounds maintenance saving £100,000 in 2018/19.

What people said when we asked about this between 3 November and 15 December 2016

People said:

Of the five options, investing in saving energy was most popular with 88% strongly agreeing or agreeing. Sharing office and management costs was also popular with 86% agreeing. Just over two thirds agreed with an option to plan and pay for leisure services directly. Just over half agreed with an option to review the contract for community sport and leisure. Least popular was reducing grounds maintenance.

We said:

These are now budget proposals. However, in response to comments, we have reduced the savings needed for grounds maintenance by £75,000 and will make reductions in consultation with service users.

Consultation on our proposed budget closed on 10 February 2017. We listened hard and considered all responses before finally setting our budget at our council meeting on 3 March.
