North Manchester Social Benefits Framework
Major changes are coming to north Manchester. Two projects are helping to make this happen:
- The Victoria North regeneration programme
- The new North Manchester General Hospital and health campus.
These projects will bring new jobs, better health services, and stronger communities.
To make sure local people benefit, we’ve created the North Manchester Social Benefits Framework.
What is the Social Benefits Framework?
The Framework is a plan to help north Manchester grow in a fair and positive way. It shows how developers and contractors can support the community while working on big projects.
Who made the Framework?
The Framework was first launched in 2021. It was updated in 2025 to make it clearer and easier to use for contractors.
It was created by:
- Manchester City Council
- Far East Consortium
- Manchester University NHS Foundation Trust
- Greater Manchester Mental Health NHS Foundation Trust
- Homes England (2025 update).
What's new in the 2025 update?
The updated Framework helps contractors understand:
- What social value means
- How to use the Framework
- How to record and report their work
- How they can help meet local goals
Five key themes
The Framework focuses on five areas:
- Education, skills and jobs
- Health and wellbeing
- Community strength
- Digital access
- The environment.
Each theme includes:
- A short overview
- The vision for north Manchester
- Local needs and priorities
- Ways contractors can get involved.
How we support contractors
We’ve created tools to help contractors deliver social value:
1. North Manchester Brokerage Service
A free online tool to match people who need help with those who can offer it.
- Submit an “Ask” or “Offer”
- A panel reviews submissions every month
- Projects are chosen based on community impact, cost, and how easy they are to deliver.
2. Contractors Guide
This guide helps contractors plan their social value work.
- Includes real examples of local groups and projects
- Helps build strong partnerships
- Updated regularly by our Work and Skills team.
3. Social Value Network
This group brings contractors together to share ideas and plan activities.
- Meet throughout the year
- Share success stories and case studies
- Work together on joint projects
- Make sure support reaches all areas of north Manchester.
