Manchester City Council funds a broad range of services for people to support them to improve their mental health and wellbeing. We think that people experiencing ill-health should have support to help them to improve their wellbeing, achieve their full potential and live as independently as possible in their community.
This may include:

Being able to cope both with everyday life and when things go wrong
Living as independently as possible with the right treatment and support
Having better friendships and relationships
Making positive lifestyle choices such as eating well, doing some exercise, drinking less alcohol and stopping smoking
Doing things you enjoy
Making a positive contribution to your community through working, learning new skills or volunteering, for example.

Question Two
Support to improve people’s wellbeing can be provided through ‘peer support’ or ‘specialist support’.

Peer support is provided by people who have suffered ill-health themselves and can play a vital part in helping other people with their recovery. This may be through groups or between two people, and may involve:

sharing knowledge
offering reassurance
offering advice
offering practical support
talking about their experiences
just listening

Specialist support is provided by organisations and paid workers and includes things like advice and assistance to manage debt, supported accommodation, support to find employment, etc.

We would like to increase funding for peer support where possible; to do this we will need to use some funding  currently used for specialist support. Do you think this is the right approach?

Question Three
The Council wants to meet the wider needs of people with mental health and other health-related problems. This could include help with:

Question Four
The Council wants to support people to stay well and promote wellbeing. We also want to support people who are unwell to achieve their full potential and live as independently as possible in their community.

Currently, a high proportion of funding is spent on high-cost mental health services for people with high-level mental health needs including supported accommodation, residential and nursing care homes, assessment, casework and reviews. The Council wants to move funding, where possible, from these high-cost services to services promoting wellbeing for the whole population.

We believe we can reduce spending on high-cost services for people with high-level mental health needs by preventing more people needing these services in the future. People with high-level mental health needs will still be supported to recover, but fewer would need these services, or they would need less support in the future.

To try to improve mental health and wellbeing services, the Council has designed a Pathway to Health and Wellbeing through mental health and wellbeing services. This shows how we think services should fit together and how people can find where to go when they need support.
