Are you eligible for rehousing?

Joining the Manchester Housing Register

If you are 16 or over you can apply to join the Manchester Housing Register - a list of people looking for a home from one of twenty not-for-profit landlords who have homes in the city.

Most of the landlords won't consider you for a home until you are 18 years old - unless there are special circumstances.

Some people are not necessarily eligible for rehousing with some, or all, of the landlords. The Council for instance, by law, cannot offer a home to certain people from abroad.

Not eligible

People who may not be eligible for a home through the City Council's rehousing rules include:

  • Those who are subject to immigration control; unless they have refugee status, or exceptional leave to remain, or have been in the UK more than five years and their former sponsor is no longer living
  • Anyone who does not normally live in the European common travel area
  • European Union nationals required to leave the UK by the government
  • People who have been guilty of serious unacceptable behaviour and have not shown that they will be a good tenant in the future. This includes people with rent arrears over a certain amount, people who have a possession order against them, people guilty of antisocial behaviour and people with an unspent conviction for a serious offence.

Anyone who is classed as ineligible will get a full written explanation, and have a right to a review of the decision. Those who are ineligible because of unacceptable behaviour can apply in the future if they can show us that they have changed that behaviour.

Council rehousing rules

These eligibility rules cover all homes in the city that are available through the Manchester City Council rehousing policy. Although the City Council doesn't manage many homes itself anymore, its rehousing rules are used for around 70 percent of all the homes in the city available from not-for-profit landlords.
