Decision

To approve as a correct record, the Minutes of the meeting held on 21 December, 2006.

Decisions taken under Delegated Powers

PH/07/02 Land Bounded by Whitworth Street, Venice Street, Rochdale Canal and Princess Street, City Centre Ward

Reports of the Head of Planning were submitted in relation to (i) the erection of three buildings comprising 180 residential units (Class C3, 16 storeys), offices (Class B1, 7 storeys), apart hotel (Class C1, 13 storeys + plant), ground floor commercial uses (Class A1, A2 and A3), art gallery (class D1) and new public space with related access, servicing, basement car parking, landscaping and associated works, (081209) and (ii) Conservation Area Consent for demolition of remnant walls to car park in connection with redevelopment of the site (081371)

Late representations were submitted in connection with the applications and the Committee heard representations made by objectors, supporters, the applicant and local Councillors.

Decision

To defer the applications for a site visit

PH/07/03 Applications for permission for development

Reports of the Head of Planning were submitted in relation to various applications for planning permission. Late representations were also submitted in respect of applications 080954, 080952, 080352, 080565, 079555, 081148, 081118 and 081253, further late representations were reported at the meeting. The Committee heard representations made by objectors/applicants/local councillors in relation to applications 079794, 080352, 079555 and 081148.

It was reported that application 080565 had been withdrawn.

Decision

1. To approve the following applications:
in accordance with the reasons put forward by the Head of Planning in his report and any late representations, and subject also to the conditions proposed in his report or in the late representations submitted:

GMB National College, College Road, Whalley Range Ward*
080954 & 080952

Widening of existing vehicular entrance including the erection of 2.6 metre fence and gates, the formation of a new pedestrian entrance and the installation of new railings on top of existing wall to a height of 2.6 metres, and, Listed Building consent for the proposal.

079794: 27-27A Edge Lane, Chorlton Ward

Retrospective variation of condition no. 3 attached to planning permission 066066 to allow the use of an alternative brick to the reclaimed brick specified, increase the height of the building, modify front entrance and provide balconies to rear roof lights.

081118: Land at Potato Wharf, Castlefield, City Centre Ward*

Erection of residential development comprising 3 apartment blocks with 229 apartments, 10 town houses (total units 239), ancillary car parking at ground and basement levels, ancillary refuse store and electricity substation after demolition of existing building. (Councillor Dobson declared a personal interest and left the meeting.)

081253: Ground Floor, 250 Middleton Road, Crumpsall, Higher Blackley Ward*

Change of use of ground floor from financial and professional services to café and sandwich bar (sui-generis)

2. To Refuse*:

Application 080352 for Reserved Matters in relation to application 073290 for the erection of a 3 storey office building (Class B1) at Unit 3 Didsbury Point, The Boulevard, off Princess Road, Chorlton Park Ward, in accordance with the reasons put forward by the Head of Planning in his report or any late representations.

3. To be Minded to Refuse*

(subject to the appeal against non-determination by the Planning Inspectorate): outline application 079555 for the erection of a 2-4 storey building to form 14, apartments, with associated basement parking and landscaping, in connection with the future extension and conversion of the Rookery into 8 apartments, at 196 Palatine Road, Didsbury West Ward

4. To Refuse and Enforce* application:

081148 for the variation of condition 1 attached to application 040197 to allow premises at 669 Wilmslow Road, Didsbury East Ward, to open between 12 noon and 2.00am on Sundays to Thursdays and between 12 noon and 4.00am on Fridays and Saturdays.

(City Solicitor instructed to take such action as necessary including enforcement action under Section 172 of the Town and country Planning Act to secure the cessation of the late opening hours of the premises beyond the permitted hours)

(Councillor Andrews stated that he would be Chairing a Licensing Panel in relation to these premises and decided to withdraw from the meeting for this item)
